Raymond Grasso is a Visiting Lecturer in the Public Policy Department at Trinity College in Hartford, Connecticut. He has taught in the graduate program since 1994.

Grasso brings to his teaching a wealth of experience in public policy and local administration. He was employed by the City of Hartford for twenty-five years in a variety of capacities including eight years as its Director of Housing and Community Development. Upon retiring from the City, he formed RAMILI Associates, LLC, a firm that specialized in providing consulting services to local governments, non-profit community organizations, non-profit developers and lending institutions. In 2004, Grasso returned to the City of Hartford as a consultant to help develop and implement a new budget model that transitioned the City from Line Item Budgeting to Program Based Budgeting with the ultimate goal of Budgeting for Outcomes. He has served on various local, state and national boards and committees.
